The Chairman called for the roll and there were thirty members present
constituting a quorum.
The Chairman introduced the new members of the board.
Motion made to approve the agenda as presented. Motion duly seconded. Called and
passed unanimously.
Public Session
New York City Department of Health & Mental Hygiene
Ms. Ana Alston said the Department of Health is issuing health bucks that are
$2.00 dollars and being distributed during the Farmers Market. A campaign is
being held on October 1, 2008 covering the Adams and St. Mary’s houses to give
all the seniors in those areas a healthy buck for the purchase of fresh fruits
and vegetables.
The new thing with the healthy bucks is that now with the EBT system if you have
a cared you can go to the Farmers Market and purchase fruits and vegetables and
for every $5.00 dollars spent they will receive a $2.00 dollar health buck.
In addition to the Farmers Market we now have what is called the Green Cart
which are mobile food carts selling only fresh fruits and vegetables. The mobile
cart owner has to have a license and permit.
The NYC Department of Health is issuing match books showing lung disease due to
smoking. We provide patches and nicotine lozenges.

Motion made to approve the members requesting to be excused. Motion duly
seconded. Called and passed unanimously.
Motion made to approve the prior
meeting minutes as presented. Motion duly seconded. Called and passed
unanimously with 1 abstention.
Chairperson & District Manager’s Report
The Chairperson and District Manager welcomed the new Board Members.
The following were the issues discussed.
• The New York City Office of
Management and Budget (OMB) Fiscal Year 2009-2010 Budget Reductions.

pedestrian and bicycle pathway.

Motion made to approve the Randall’s Island Connector ULURP Application No.

Elected Officials Reports
• The Bronx Borough President’s
representative submitted a written report and provided a brief
summary.
• The Bronx Borough President announces 2009 Capital Projects
Funding to two senior housing developments, education, higher
education, libraries, community centers, cultural institutions,
parks and health.
• The Bronx Borough President celebrates La Gran Parada Dominicana
Del Bronx 2008.
• The Bronx Borough President, Best Buy, Bronx Overall Economic
Development Corporation, The Bronx Business Solutions Center and
Gateway Fast Track Unit have partnered to host one of the borough’s
largest job fairs.
• The Bronx Borough President announces the upcoming Tour De Bronx
on Sunday, October 19, 2008.
• The Bronx Borough President and News 12 the Bronx present Bronx
Diva Talk in honor of domestic violence awareness month. |
The Bronx Borough President’s
representative welcomed the new Board Members.
• The State Senator Jose M.
Serrano’s representative submitted his Report to the People and
provided a brief summary.
• The State Senator moves to prevent next mortgage crisis calling on
real estate lenders to adhere to responsible underwriting standards,
and to stop making risky speculative deals on New York’s affordable
housing stock. He was joined by a coalition of elected officials.
• The State Senator celebrates the museum of the City of New York
speaking at a ribbon cutting ceremony for 3,000 square feet of new
gallery space.
• The State Senator addresses the Senate about Budget Cuts and urged
his colleagues to protect low-income residents during tough economic
times. He expressed concern that the pain of budget cuts is not
being shared by everyone.
• The State Senator provided testimony at the NYCHA Public Hearing
on 2009 Annual Plan stating “I believe that continued rent increases
are not the answer to NYCHA’s budget deficit.
• The Council Member Melissa Mark-Viverito’s
representative submitted a newsletter and provided a brief summary.
• The Council Member introduced legislation Intro 774-2008 that
would make it mandatory for the NYPD to report Domestic Violence
statistics.
• The Council Member reported that on August 12, 2008 the Mayor
signed into law Intro 687-2008 requiring buildings that are at risk
of being structurally compromised to undergo periodic inspections.
• The Council Member along with Council Member Rosie Mendez
introduced Reso 1574 calling on New York State Legislature to enact
legislation amending the New York State Penal Law to include
penalties for police offers prematurely leaving the scene of a crime
or shooting without reporting the incident as soon as practicable.
• The Council Member has been able to allocate funds towards youth,
seniors and community programs, for 9 schools, 3 NYCHA developments
and 2 affordable housing developments.
• The Council Member is in support of the Randall’s Island
Connector. |

Old Business
Board Member John Johnson reported that the first training session of the
Citizens Emergency Response Team (CERT) had been held this past Monday at the
Mott Haven Community Center, 375 East 143rd Street, between Willis Avenue &
Third Avenue. The next one will convene on October 6, 2008 from 6:30 to 9:30 PM.
